According to the consumer association UFC-Que Choisir, mutuals have increased their rates by more than 4% in 2021. For some policyholders, this represents more than 200 euros per year.

To justify this increase, insurers highlight the increase in health spending. Each year, for 10 years, the cost of reimbursement has increased.
An increase due to reform of 100% Health?
Mutuals could also have passed on the cost of the 100% health reform to users. This year, after optics and dental care, it is the turn of certain hearing aids to be reimbursed in full, hence an additional cost for mutuals. But, according to UFC-Que Choisir, the government had announced that this reform should not weigh on prices. Mutuals also recall that they have smoothed out this additional cost.
In 2020, especially during the first confinement, the French postponed their medical appointments or turned to teleconsultation fully supported by Social Security during the epidemic. According to the government, this represents savings of 2 billion euros for mutuals.
Users, victims of the “covid tax”
According to the mutuals, a “covid tax” imposed by the government has absorbed part of this cash. The rest will be used to compensate for the reductions in contributions linked to job losses and business failures. But for the UFC-Que Choisir, the mutuals chose to pass this tax on to users with an increase in prices, when the government had asked them not to do so.
