In preparation for several months, the project to modernize the Declaration of presumed affection attributable to the service (DAPIAS) is now materialized, thanks to the combined efforts of the National Military Social Security Fund (CNMSS) and the Central Directorate of the Army Health Service (DCSSA).

In order to facilitate the opening up of rights to the risk “Work accident” for the victims as well as the reimbursement of their costs of care dispensed in civilian environment, the two partners have drawn up a new DAPIAS and this, from a double perspective:

• partially dematerialize the procedure
• enrich the information content

Modernized formalism

An update of the declaration of affection incorporating several new codings was carried out in order to make it more precise and to prepare for the future deployment of its remote transmission, while allowing increased medical and administrative control.
In practice, the document is simplified and shortened to facilitate data entry and processing operations.
Dematerialized in locked Excel format, the file is made up of different tabs relating to the phases of the condition (declaration, renewals, healing, progress, consolidation, etc.), a detailed list of the circumstances at the origin of the observed injury as well as a filling aid notice.

Better understand and understand injuries

The more precise inventory of accidents or ailments presumed attributable to the service should make it easier to identify their origins by all Defense employers and be of epidemiological interest by allowing improved and extended knowledge of pathologies.

With this information, the SSA, the National Defense Sports Center (CNSD) and the HR departments of the various Defense employers will thus be able to implement corrective actions aimed at reducing the number of work accidents (particularly related to military and sports physical training) and the expenses incurred through the amounts allocated to the CNMSS, for the reimbursement of care performed in a civilian environment, under the APIAS.

After a conclusive test phase carried out with four of them, this new DAPIAS is now used by all military medical centers (CMA), since June 7, 2013.

Targeted communication actions aimed at the players in the system are also being rolled out.
